World Bank Procurement Regulations for IPF Borrowers — Fifth Edition

The World Bank issued the Fifth Edition of its Procurement Regulations for Investment Project Financing Borrowers in September 2023. The Regulations govern how Borrowers procure goods, works, non-consulting and consulting services under Bank-financed projects: the procurement methods available, the Notification of Intention to Award and the Standstill Period, debriefing, procurement-related complaints, and the sustainable procurement provisions. Which edition applies to a given project is fixed by that project’s Legal Agreement.
