      EU procurement thresholds for 2024–2025 (Delegated Regulation (EU) 2023/2495 and companions)

      Commission Delegated Regulation (EU) 2023/2495 revised the application thresholds of Directive 2014/24/EU for 2024 and 2025, with companion regulations 2023/2496 (utilities), 2023/2497 (concessions) and 2023/2510 (defence and security). Under 2023/2495 the thresholds applying from 1 January 2024 are EUR 5,538,000 for works, EUR 221,000 for supplies and services of sub-central authorities and EUR 143,000 for central government authorities. Thresholds are revised every two years; the next revision applies from 1 January 2026.

      TED eForms mandatory for all EU procurement notices

      From 25 October 2023 every notice published on Tenders Electronic Daily must use the eForms standard forms established by Implementing Regulation (EU) 2019/1780 (as amended by Implementing Regulation (EU) 2022/2303), replacing the previous TED forms. eForms carry structured fields for lots, values, buyers and procedures, which is what makes machine-readable notice data possible.

      The EU public-sector procurement directive sets the procedures, time limits, exclusion grounds, award criteria and transparency obligations for above-threshold contracts awarded by contracting authorities in EU member states. Member states transposed it into national law by 18 April 2016; national law sets the exact procedure and the review body. Its thresholds are revised by delegated regulation every two years.
