      The Procurement Act 2023 replaced the Public Contracts Regulations 2015 (and the utilities, concessions and defence regulations) for covered procurements in England, Wales and Northern Ireland that begin on or after 24 February 2025. It introduces the competitive flexible procedure, assessment summaries to every tenderer, a mandatory standstill of eight working days from the contract award notice, the central digital platform, and new exclusion and debarment provisions. Procurements begun before that date continue under the earlier regulations.
